At first glance Shek Lei Estate may not seem remarkable, but its over four decades of development and redevelopment have produced a patchwork of standard public housing block types from different eras. Walking the estate is like touring a living timeline: it reveals the history and evolution of public housing designs of the Hong Kong Housing Authority which were responses to changing societal needs, and offers insight into the way of life of over two millions people who live in the city’s public housing.

Rosman Wai is a registered architect and an Adjunct Associate Professor in the Department of Real Estate and Construction at the Faculty of Architecture, The University of Hong Kong. She is one of the founding members of the Hong Kong Institute of Architectural Conservationists. Her research focuses on architectural conservation and public housing. After many years working at the Hong Kong Housing Authority, she now serves on the Special Committee on Planning, Design and Construction of the Hong Kong Housing Society. She is the author of two award‑winning books on the architectural history of Hong Kong’s public housing: Design DNA of Mark I — Hong Kong’s Public Housing Prototype, which won the DAM (Deutsches Architekturmuseum) Architectural Book Award in 2020 and the Hong Kong Publishing Biennial Awards (Art and Design) in 2021; and Hong Kong Public Housing Design: Evolution Through Time (in Chinese), which received the Hong Kong Publishing Biennial Awards (Social) in 2025.
