About the CPD 活動簡述:
New York City has developed one of the most comprehensive regulatory systems for the protection and maintenance of historic buildings in a dense urban environment. In addition to landmark designation, the city requires periodic façade inspections through the New York City Facade Inspection & Safety Program (FISP), formerly known as Local Law 11.
This talk explores how historic preservation regulations and building safety requirements intersect in New York City. Drawing on the speaker’s professional experience in façade repair and restoration projects, as well as her previous work at the New York City Landmarks Preservation Commission, the lecture will introduce how façade inspections, building envelope repair, and conservation practice operate within the FISP regulatory framework.
The speaker currently teaches architectural conservation at Lingnan University in Hong Kong. The talk will conclude with reflections on how New York’s regulatory framework and professional practice may offer comparative perspectives for conservation professionals working in Hong Kong and other dense urban environments with different historic building contexts.
紐約市在高密度城市環境中建立了一套相當完善的歷史建築保護與維護監管制度。除了歷史建築保護制度外,紐約市亦透過「外牆安全檢查計劃」(Facade Inspection and Safety Program, FISP,原稱 Local Law 11)要求高層建築定期進行外牆檢查與維修,以確保公共安全及建築物的長期維護。
本講座將探討紐約市如何在歷史建築保護與建築安全法規之間取得平衡。講者將結合其參與建築外牆修復及建築圍護系統維修項目的專業經驗,以及曾於 New York City Landmarks Preservation Commission 從事歷史建築保護工作的背景,介紹外牆檢查、建築圍護維修及保育實務在 FISP 制度下的運作方式。
講者目前於嶺南大學任教建築保育相關課程。講座最後將分享紐約在建築監管與專業實務方面的經驗,並探討這些做法如何為香港及其他高密度城市在面對不同歷史建築條件下的保育與維護工作,提供一些比較與參考的角度。
About the Speaker 主講人介紹:
Dr. Maggie HUI
Maggie Hui, PhD, is an architectural conservation specialist and a registered architect in Australia. She previously served as a preservationist at the New York City Landmarks Preservation Commission and has worked on façade inspection and building envelope repair projects in New York City. She currently teaches architectural conservation at Lingnan University and previously taught at the Chinese University of Hong Kong School of Architecture.
